It is a common misperception that lice infestation is a result of poor hygienic practices. In fact, head lice actually seem to prefer clean hair to dirty hair.

Head lice use strands of hair to crawl around. Without a hair shaft to grab onto, they aren’t very mobile. Dirty hair means impediments. But with plenty of clean hair to use, they can travel fairly quickly.
